What she can try is to remove the drive from Device Manager, then reboot 
and let windows reinstall it. 
Go to Start, right-click My Computer, choose Properties, click the 
Hardware tab, and then choose Device Manager.
Find the drive, right-click it, and choose "uninstall" or "remove".  
Click OK.
Then reboot.  You will hopefully see a message saying "Windows has found 
new hardware...".  Just follow the prompts (if any) and give it few 
minutes to finish.
That might work - I dunno.  That drive is pretty old.  It could be that 
it has read its last CD/DVD.  She should consider just buying a new 
drive - they start at about $20 or $30 dollars?  They're really pretty 
simple to install.  Basically just open the case, unplug the wires from 
the old drive, and plug them into the new drive.  She might have to set 
the jumper, but that's easy too - just follow the instructions that come 
with the new drive.
