Yes it's normal to have a variable speed fan in a laptop. In fact most all new desktops and laptops have variable speed fans. Even the GPU on my video card has one - whenever I log into WoW or any other 3D game my GPU fan goes full speed and sounds like a vacuum cleaner, heh. There should at least be a setting in BIOS to set the fan to run full speed all the time, but I wouldn't mess with it if it's working ok.
