Well,

some times ago found also an Italian company working in intelligence/ 
counter intelligence consulting that provide those tools by renting it  
for 2500 EUR / day + 1000 EUR to have an operator to handle 'site  
operations' .

I think that when money moves, not that much companies care about the  
rules.
