This is an interesting one. I'm not sure that string should even *be*
localizable.
My initial implementation of custom dictionaries was pretty simple. When
you add words to your personal dictionary, they get stored as a plaintext
UTF8 file (one word per line) in some user-appropriate location.

One of the nice features of this approach is that it allows us to add a very
simple and powerful UI for editing custom dictionaries, as described here:

More to the point, there's theoretically no reason why you couldn't have
multiple such dictionaries, but at the time there was no UI for locating and
switching between dictionaries [1]. Thus, I just hardwired the string
"custom.dic" so that everyone would have a single custom dictionary that
Just Works when you choose "Add" from a squiggle's popup menu. Try it!
At the time, I gave no thought to whether the *name* of that file should be
localized or not. I'm guessing that if it *is*, then when you switch UI
locales, you might wind up silently switching to a different custom
dictionary.
Is that a bug or a feature? I have no idea. :-)

[1] Now that we have a dialog for spell options, there may be enough
widgets there to do the job, but they haven't been hooked up to the
necessary dictionary-switching logic. Anyone interested in implementing
this feature should feel free to contact me for ideas if they get stuck.
