I think Rob's input that this feature hasn't been asked for is a strong
indicator that we don't need this extra state.  As a sighted user when I
want to check for additional function I try "right click" and I don't
need a visual indicator to prompt me.  I am prompted by the role of the
control, e.g. I doubt I've ever asked for a context menu on a button. 
Screen Reader users would interact with the UI in a similar way, using
Shift F10 or the Application Key to discover a context menu.
