Avinash, they are looking at Delhi not as a state but the Union Govt. which
is responsible to pass the Disability Act. From that perspective they
aren't wrong. However, there are state laws that impact them. The belief is
the state law flows from the central law hence it is crucial that Central
law get passed. The state govt. do not act on their own unless Centre has
passed it, though technically nothing stops the states from doing their
laws based on the UNCRPD or Delhi experiences for India as a nation is
signatory to the UNCRPD and has ratified it too!

We are yet to see a dynamic state govt. that takes a lead and show mirror
to the Union Govt. (smile)!
