If I'm not wrong, article 253 of the Indian constitution was used to enact the PWD act to give effect to India's commitment to the Asian pacific decade of the disabled. But disability is still listed in the state subjects. I wonder why no advocacy was ever taken to move it in to the concurrent list despite seeing all three lists got expanded. Now the entire focus is on the RPD Bill which is of course important. but what about huge vacancies lying vacant in the several states departments? will those jobs be given soon after the passage of the RPD Bill?
