As of now it is not mandatory to have the UDID card. You are right, many do not even know of it. Like you many have applied and are still waiting for it. But you never know, the Govt. could one day just announce that all PWDs must have the UDID card. I have just applied for it this morning. May be people in the group can comment on the accessibility part of your question.
