RPwD Act does envisage penalty of up to 5 lakh. SC fined Spice Jet 10 lakh for discriminating against a disabled person. We can use other fora also, like consumer courts.
Let us not get hung up on punishing perpetrators, in my view. Instead, let is put a positive spin on it. And use the penalties route judiciously.
