Dear Udit,

First of all, we have to remember that we cannot expect waiver of these
fees from private universities.
This is because, government universities get grants from university grands
commission, which Private Universities do not get.
And the main Moto of private University is to profit by providing quality
education.
On the other hand, government universities do not have intention of
profiting through providing quality education as they are funded by the
government, which works towards improving the education in the country, as
this is one of their main aims.
So, only the way that they can exempt you from paying fee is to get
exemption in the tax by claiming that amount as CSR.
Otherwise, they would never be able to run without taking fee from people,
including people with disabilities.
Their main intention is to earn profit not to provide education for people
with All abilities, including disabilities.
While their intention  is to provide quality education, the underlying fact
is that they work for profit.
And government also may have provisions to incentivise the universities for
doing this like we  have provisions for incentivising companies that hire
persons with disabilities.
However, The provisions in RPWD act cannot force Private University to
waive the fee as they work for this fee.
