Fully agreed.
When I was searching for a university to pursue my M.Phil, I came across a
private university in Jaipur. However, before going for admission entrance,
I clarified from the vice-chancellor about how much they were willing to
cooperate with the visually impaired.
Since the VC expressed his inability in this regard, so I closed the matter.
What I believe is that asking for concession merely on the grounds of
disability is highly undignified, and reflects the stereotypical charity
approach.
If someone is genuinely in need of financial assistance, then they should
do so only on economic grounds, and not use disability for sympathy.
