A few days ago, in response to a news item about handicapped quota in sleeper 
class of Indian railways being increased, I had expressed apprehensions which 
unfortunately turned out to be worse than what I had anticipated. In my face to 
face encounter with this increased handicapped quota of six, I found out to my 
utter horror, that the increase of four berths comes from nowhere other than 
handicapped coach being attached at the extremities of the wrack, which 
hitherto was a general coach for the disabled.
Now, it has been recognized as a sleeper coach and four berths therein may be 
reserved through reservation counters in HP quota.
Now, it adds to already prevailing chaos in such coaches. Firstly, its use by 
all and sundry unreserved passengers is an unpreventable menace. Secondly, in 
four berths reserved new avatar, we can not justly prevent unreserved disabled 
passengers, thirdly jumbling up reserved and unreserved passengers disabled or 
not, in the same coach, does not fit in any legal or non legal framework.

In fine, HP quota now is equivalent to traveling in unreserved disabled coach.

And government surely deserves to take credit for enhancing reserved 
handicapped quota.

Happy traveling in non interconnected disabled coach with all and sundry.

I too with my little legal knowledge and a whiff of human psychology, would not 
accept if anybody told in a miscellaneous coach that I have reserved berths if 
anybody disabled with ordinary ticket is legally permitted to travel as well.

let us try to convey such niceties to railways.!!!!!

There is ladies quota of about six berths in slipper and there is also an 
unreserved coach for ladies.

Same can be done for disabled by providing hp quota of two, four, or more 
berths in sleeper, and an unreserved coach called handicapped coach without 
complicating the matters.
