one of my student have the same issue with her. She is a blind girl and I
told her that she could get 2 tickets in handicaped quota. But she called me
back and told that they did not issue her ticket in the quota. It is really
need to do some thing in this matter.

i happened to travel to kolkata a few days back and due to some reason i
had to postpone my departure for a day. i checked up the availability and
found that two tickets were available for that date, but i was denied the
tickets by the authorities, who stated that i cannot be issued the tickets
because handicap quota is different than blind quota and blind can be
issued tickets in general quota only. when i told them that i had been
issued tickets in chennai for years now, they told that it is their fault
and they will be questioned. in the end i had to leave kolkata without
getting my work done. shame really.
i think Kanchan, Rajesh and other law graduates of AI must interact with
railway ministry to address these issues.

It is indeed of great significance.
It did reach all inboxes (at least it did reach mine) but it's surprising
really that noone said anything about it. it will definitely create more
confusion or rather i would say it has already started.
A week or more ago, my wife was travelling in the same compartment and
one OH person along his normal wife and small kid was literally begging
for their seats, which he said was reserved. On ticket, it was mentioned
that these are of berths 3 and 4 of S11 compartment. he tried to locate
S11 but the train did not have one. Eventually, he called ticket checker
and he said that this coach for handicapped itself is called S11 and 2 of
these berths are alotted to him. Other passengers fought with the checker
and finally it was decided that this couple with their child could sit in
the same compartment.

I think I, in my earlier appended message on the topic, had raised an
issue of sufficient importance to merit at least a casual rejoinder or
two. However, I am amazed, to say the least, at the utter silence our
worthy brothren have chose to maintain over the state of affairs.
Pondering over the possible explanations for this fact, I am laid to
consider the possibilities like the earlier message failing to make it
to various inboxes in general apart from my own, or else, I, in my
endeavor to convey the issue with precision, ventured beyond the
linguistic capacities of many of us, or thirdly, even though it pains me
to think, the issue was deemed to be of so little importance as not to

Anyway, the issue of HP quota being carved out of hitherto existing
general disabled coach and confusing it with ordinary as well as
reserved disabled passengers along with unauthorized occupants and
placing it in a disjointed manner, is still in my opinion an example of
increasing trend of non participative decisions about the disabled being
taken supposedly in their interests but casual in nature and actually
disadvantageous to them often.
Unlike AIR broadcasting cricket commentary for it is the most accessible
to visually impaired, over which we have poured dozens of mails and
about which one of our respected friends promises to arouse honorable I
& B minister from the deep slumber which confronts him in a respectable
recuperation centre in our capital,
this issue practically inconveniences us and let us discus, decide and
drop a word about it to some authorities.

A few days ago, in response to a news item about handicapped quota in
sleeper class of Indian railways being increased, I had expressed
apprehensions which unfortunately turned out to be worse than what I had
anticipated. In my face to face encounter with this increased
handicapped quota of six, I found out to my utter horror, that the
increase of four berths comes from nowhere other than handicapped coach
being attached at the extremities of the wrack, which hitherto was a
general coach for the disabled.
Now, it has been recognized as a sleeper coach and four berths therein
may be reserved through reservation counters in HP quota.
Now, it adds to already prevailing chaos in such coaches. Firstly, its
use by all and sundry unreserved passengers is an unpreventable menace.
Secondly, in four berths reserved new avatar, we can not justly prevent
unreserved disabled passengers, thirdly jumbling up reserved and
unreserved passengers disabled or not, in the same coach, does not fit
in any legal or non legal framework.
In fine, HP quota now is equivalent to traveling in unreserved disabled
coach.
And government surely deserves to take credit for enhancing reserved
handicapped quota.
Happy traveling in non interconnected disabled coach with all and
sundry.
I too with my little legal knowledge and a whiff of human psychology,
would not accept if anybody told in a miscellaneous coach that I have
reserved berths if anybody disabled with ordinary ticket is legally
permitted to travel as well.
I wonder who is thin thank of lalu?
let us try to convey such niceties to railways.!!!!!
There is ladies quota of about six berths in slipper and there is also
an unreserved coach for ladies.
Same can be done for disabled by providing hp quota of two, four, or
more berths in sleeper, and an unreserved coach called handicapped coach
without complicating the matters.
