Dear Amiyo
If what you are saying is correct, the matter should immediately be taken up
with the Chief Commissioner-Disabilities. I am surprised that even now after
so much awareness in the Government Department, such an attitude exists and
authorities under the Central Government openly defy the settled law.
Forward a complaint so that it can be pursued here in Delhi.
