The instructions are the same whether it private bank of nationalize bank.
RBI circular clearly instructed the regarding no bank will not deny the
banking facility to the visually impaired. Which is issued on dated 4 June
and a IBA circular is also clearly stated the same.

halo all,
this is an urgent problem required discussion. I am facing a peculiar
problem regarding opening a savings account in the banks like axis bank,
icici bank. they are simply regretting to open either a single or a joint
account to a blind person.
please, guide me. some of you are working in higher posts in several
banks. if any one of you have some guidelines for private banks from
reserve bank, please, send me. I will be highly oblige.
