Respected Madhu Madam,
I am Airtel Mobile user and generally I also can dial such numbers starting
with 1800/ 1861 etc. But few numbers don't get through. For example sify
broadband customer care.
On the census website it is not stated that this number is specifically for
bsnl/mtnl users but since we are not able to dial from Airtel then I guess
this could be the only reason that only mtnl/bsnl subscribers are able to
dial this number. I will also try it with Tataindicom connection my mom dad
has it. Tata users before trying it out bare in mind that it will be
chargeable! I guess you will be charged std rates.

Yesterday there was a pointed question weather information on
disability would be collected for the household enumeration exercise.
The answer was a clear no.
It is going to be collected in the main census.
The toll free number has persons who can follow 15 languages and is
open from 9 am to 6 pm. All complaints, revisits etc can be requested
on it.

I am sadden to note that Sensus official came to my home yesterday and
took data related to Sensus. I am anguish to point out that they did
not ask any question with regard to disability but they did ask
question related to CAST such as SC/ ST/ others. It is indeed
horrifying to note that there is no official data on disability. We
really failed as far as lobbying for disability being included in
national sensus. It?s too late to lobby for inclusion. Hope I am wrong.
