Some one provided 8121281212 as universal number for railway complaint. But as per my knowledge, It is for SCR only. Once I made a complaint on this number and I got a feedback that your complaint does not pertain in the jurisdiction of SCR and has been forwarded to central railway mumbai.

Hi friends before cupple of weeks I was traveling from my place to
Delhi with my cousin. My waiting list ticket couldn't be confirmed in
AC chair car therefore we decided to board handicapped coach. But when
we reached at the end of the train we saw that handicapped coach was
full of nondisabled as usual. We tried to seek help from guard in
adjacent compartment, he was very busy in his personal business while
talking on telephone, after our repeated demand he turned to us and
asked the problem, we asked him to vacate the handicapped coach, but
he outrightly refused and showed his inability to do so. Then I asked
a RPF personal standing nearby, but he also refused to do any thing
unless guard gives him note of doing so. I asked the guard that I am
going to complain regarding it and your inability. At the same time I
did complained with the train number and station where it was standing
to number 9717630982. I dont know what happened with in 5 minute,
guard called RPF personal and said to him that I am giving note to u
and vacate the coach. Then that RPF jawan with in 5 minute vacated the
coach using force, surprisingly there was only 1 PH sitting in the
coach.
Friends now what happened at the next station that guard came to us
and asked me my certificate and ticket, I gave him and he took it to
his compartment. He did not returned it untill we reached Delhi, when
I approached him to take my certificate then he very strongly said to
me that it is not our duty to vacate the coach and in future never
complain. I said to him that I know it is under your jurisdiction, if
it is not why you are caring of the complaint? I said, let me follow
my own process if it is not ur duty then why u r worried?
I left him with this hot discussion and warned him that I am very well
aware of my rights.
This complaint number is of Delhi, may be in other circle other number working.

I remember, there was a huge discussion on this earlier. Wondering, if any
of you know updated information.

Additionally, wanted to share an incident I have noticed recently.

Howrah - Chennai Superfast mail has two such coaches one at the front and
another towards the end of train. When a couple of passengers with
disabilites went to front side coach, it was crowded with all non-disabled
users and couple of policemen standing there told that it's not their
responsibility to get them vacated and the second coach which is just
before the guards coach gets such support and those two folks had to walk
all the way to end of the train. Yes, the guard was supervising the coach
and was not allowing any passenger who does not have a disability.

I was shocked, when there are two coaches, why they do not offer necessary
support. Since that was a station where train halts almost 20 minutes,
those folks were able to walk all over the train, but what could have
happened if train halts only for a minute or two or if they are mobility
impaired?

Do you all think, taking up this issue with CCPD office would help?
