I don't agree with 1. You have to give the name and details of your scribe
before the exam. Hardly any examining body allows you to get a scribe  at
the last minute. This is also for your own safety-in case someone rejects
it. You were aware of your exams and should  have a few friends as backup. 
2. You must ask them in a polite letter and email about the extra time and
the accessible question papers. Then go to the CCPD.  
3. What do you mean by an accessible venue for the visually challenged? This
is normally very important for the physically challenged. Please explain in
detail. Also if there is only one venue in Delhi for such exams then
unlikely that they will make any special change for you. What you must get
is a quiet place away from other examinees where no one overhears the
dictation to your scribe.

1. condition of producing scribes documents one week ahead of the
examination are not acceptable to me. Because its difficult to ensure
the availability of that very person, I have to approach my friends
and will have to decide who will be available on that day, as they
themselves are not sure about their availability.
2. They haven't specified regarding extra time. as per their old
rules, they provide 15 minutes per hour, while it must not be less
than 20 minutes per hour.
3. I asked them to allot the examination center at accessible venue,
which they have totally rejected and informed that allotting the
center is done through another agency, therefore its not possible.
4. I want that question paper must be provided to me in accessible
format viz. in MS word or html format with screen reader. If they
provide me question paper in computer, I will be having no problem
with their scribe.

I am planning to go to CCPD immideatly tomorrow to ensure the above points.
