My guess is that it has something to do with 4D and multiple en interfaces. Though it is set for the correct one in 4D prefs, is it possible on restart that all IPs are used, at first, even for a second? And A4D gets confused?
Active4D uses native OS calls to determine the ethernet interfaces, it doesn't ask 4D.
Do you have a recommended way to check the licensing of the server
Well, the Active4D plugin command A4D GET LICENSE INFO _should_ work correctly.
