Kevin, I don't have the answer to your problem, but it's possible that one of the reasons your tapes aren't restoring is that you're trying to restore a tape older than the Garbage Collection interval. Active Directory will only allow a directory restore that is within the timeframe of that interval, which is typically 60 days back.
