I restored the tapes on a separate offline server. I was going to
replicate the good settings in the tapes.. But that did not work = [ 

I have a good write of on how NTFRS works in the sysvol replica set. It
is shedding some light. Going to try to recreate the broken parts of the
Tree by hand. ADSI is your friend.

Kevin,

I don't have the answer to your problem, but it's possible that one of
the reasons your tapes aren't restoring is that you're trying to restore
a tape older than the Garbage Collection interval.  Active Directory
will only allow a directory restore that is within the timeframe of that
interval, which is typically 60 days back.

I have a nearly dead[4] AD root with more then 2 Childs[2]. I cannot
create a new DC that fully replicates sysvol due to some errors with
NTFRS. I have rebuilt, messed with, and broke the settings in ADSI and
the registry for how FRS works. Still cannot get it to finish a dcpromo.
Anyone been down this road before that might be able to assist me?

My latest revelation [1] was to upgrade my last NT4 BDC to a new AD
root. only I believe that screws all my Childs, so that idea kind of
blew.
 
[1] Have been up for 28 hours now
[2] restored a few tapes[3] and they all seem to have the same problem,
[3] 5 of them back a year [4] The MB has a bad chip if I keep it cool
enough I can get about 20-40 minutes out of the box.
