I've never seen instructions for ppm, but I tried it and here's what I get
C:\Perl\lib\GD>ppm install GD
Error: No valid repositories:
Error: 500 Can't connect to ppm.ActiveState.com:80 (Bad hostname
'ppm.ActiveState.com')
Error: 500 Can't connect to ppm.ActiveState.com:80 (Bad hostname
'ppm.ActiveState.com')
That might be the fault of my firewall, though.

Sorry if I have missed something, but did you have a problem installing
GD using PPM?
(E.g. "ppm install GD")
