Depends upon what you need.

If you know vi, then GVIM may meet your needs.

If you know Emacs, look no further.

If you want a traditional IDE, then Komodo is an excellent choice.

Its all about what you want that IDE to do. If you are a beginner
in programming and in perl, Komodo may be the best bet.

development environment available?  If not, what are the recommendations
