I prefer to use Emacs for all my Perl development.  Emacs is easliy customizable even if is not fluent in Lisp and there are numerous .emacs example configuration files.  The thing I like most about Emacs is the ability for custom syntax highlighting.  Then a close second is how easily it is to bind keys in Emacs.

I began with Emacs when I first started learing Perl and have not looked back.
