At the University of Washington the Board of Regents decides what 
issues/actions they retain (in addition to those mandated in Washington State 
statute), and which are passed to the President who delegates authority for 
these latter issues/actions to members of the administration as he or she sees 
fit.



My office publishes both the Board materials (Bylaws, Standing Orders, and 
Regent Policies) and the Presidential orders (Executive Orders and 
Administrative Orders) and can be involved in the development, codification, or 
revision process of all types of these policies.  Apparently, we believe in 
lots of nuisance.

At Rutgers University we are in the process of refining our "policy on policy" 
and are most interested in learning what criteria/definitions others are using 
to distinguish between "Board" policies and "Presidential" policies.  Please 
also  include in your response whether the Board" policies are managed by the 
policy office or a Board office.
