We did quite a bit of desktop planning in a pandemic scenario a few years
back.  We learned that much of what we could or would do would be
controlled by the state (department of health), through the local county
government.  For example, closing the university due to significant illness
may be what we want to do, but the state or county does not want that
action due to economic impact and spread of panic.  So how we would proceed
would be directed through review with external entities and not internal
policy.  Closure and evacuation (like residence halls) would be handled
under our standard university Emergency Response Plan.  I will say that the
table-top exercises involving the local health department and other
entities were very useful in planning for this type of situation.
