Hi Deb, The University of New Mexico has a policy for "Catastrophic Leave Program", which uses donated annual leave by staff. About a year ago, there were some staff inquiries about whether we could extend the leave for employees facing their own catastrophe (such as a fire in a house). We did some basic research at the time, and I remember that there are actually quite explicit and strict regulations from IRS on donated leave programs (how they can be structured, what type of leave can be used, for what purposes, accounting, etc.).
