Hi Deb,

The University of New Mexico has a policy for "Catastrophic Leave Program", 
which uses donated annual leave by staff.  Here is a link to the policy:

there were some staff inquiries about whether we could extend the leave for 
employees facing their own catastrophe (such as a fire in a house).  We did 
some basic research at the time, and I remember that there are actually quite 
explicit and strict regulations from IRS on donated leave programs (how they 
can be structured, what type of leave can be used, for what purposes, 
accounting, etc.).

Do any of your institutions have a shared leave policy, for employees to donate 
leave to other employees?

I've been asked to research this issue, with a focus on what specific 
conditions qualify employees to receive shared leave at other institutions.
