Morning all, At UM we are actually working on our policy process now and have a representative from counsel on our policy task force which will likely also in large part become our policy advisory committee. At my prior institution, we had a mixed approach. One piece echoed Amy's in that senior leaders (who at the beginning approved the policy PROPOSAL to move forward through the process) were given a comment period. If no comments were made it was assumed they approved and the policy moved forward. The other was a close look at what policies actually needed legal review. Less than 30% actually went through Counsel's office for approval. That might be a good place to start.
