Hi, Bonnie,

At Cornell, the unit HR representative takes the lead on the decision, be 
reviewing it and bringing it to the appropriate individual, which is generally 
the office of Medical Leaves Administration.  The unit rep delivers the 
decision, but it may be appealed up to the dean or VP.  A decision at this 
level is final.
