Jennifer: Ohio State has 80% of one FTE for policies. It is 60% of my time and 20% of an assistant director's time.
We have responsible office policy coordinators - these are generally folks who have another full time job with policy responsibilities "added on." We have responsibility for the website, although our University Communications folks just did a redesign for us. We also maintain, in collaboration with the responsible offices, the policy library. Our policies are currently housed on the responsible office servers rather than a central server.
