Thanks--now I understand.  That would not be likely to be categorized as a 
university policy here, but probably a behind-the-scenes SOP for the campus 
police.  One of the criteria for a university policy is that it have "broad 
application across the university."  Although an argument could be made that 
this subject does, generally we expect this criterion to answer the questions 
"Is it a policy and procedure that faculty and staff across campus would need 
to know in order to do their jobs?" "Are there detailed procedures for the 
broad campus community?"

Just a different approach, I think.

I agree with your view.  The one policy that I know of that has been 
implemented in an institution of higher ed appears so far to be based on a 
collaborative effort on the part of the police to work with parole officers.

Similar to ODU, Cornell does not have a formalized policy on child safety zones.

Out of curiosity, what would you envision this policy covering?  Would it 
impose restrictions for sex offenders that are more stringent than law? We view 
university policy here as only necessary if it is not already codified in law; 
in other words, if it's against the law, then it is automatically against 
university policy. In these cases, a policy is generally not indicated unless 
there are special or more restrictive provisions. I believe that is the 
position we would take on the suggestion of creating such a policy.

We have received a suggestion that we draft a policy identifying child safety 
zones for the University.  My initial search does not find policies posted by 
universities or colleges on this topic, but I do see a number sites describing 
lawsuits against municipalities who have established child safety zone 
ordinances.    Does anyone have a child safety zone policy?  If so, has it been 
challenged?  Thanks for your assistance!
