Hi Nicole,
This type of practice or policy would be considered a local policy here (by
unit or college).  It would not be a University-wide policy unless the
University took a position to ban this practice.  I do believe that the
complimentary ticket practice exists with some athletic events and that of
the arts as well.  If you want me to see what they have, feel free to let
me know.
