Interesting project. UNC Chapel Hill implemented a new Policy on Policies which became effective on my first day of work back in January of this year. It makes the distinction between Policy, Standards, and Procedures at either the University level or the Unit level whereas in the University's previous policy system, the policy categories were University Policy, Administrative Policy, and Departmental Policy. Personally, my understanding is that procedures outline the specific steps to meet the requirements of a policy so I don't see much difference between process and procedures. As a bit of background, the University of Illinois System is going through a reorganization process where several business units that were once part of the central university administration offices are being reassigned to campus-specific administrative offices. As a result, we are identifying which policies and procedures should be removed from the system-wide manual, and 'returned' to the campuses. As part of this effort we are also discussing what content should be considered a procedure - and included as part of the policies and procedures manual - and what content is a business process and should not be included.
