HI Scott, At RIT, we have a 'policies on policy': B05.0 DEVELOPMENT, REVIEW, APPROVAL, AND PROMULGATION OF UNIVERSITY-LEVEL POLICIES (http://www.rit.edu/academicaffairs/policiesmanual/b050). We also struggle with the difference between policy, procedure and process as well as the difference between governance policy and administrative policy. We attempted to define the differences in policy, procedure and process in a glossary of terminology: http://www.rit.edu/academicaffairs/policiesmanual/resources/glossary. We tackled governance policy vs. administrative policy in B05.0.
Hope this helps, Sue ------------------------------------------- Susan T. Do your institutions and/or offices have a common set of definitions that are used for deciding whether content should be considered policy, procedure, or process? If not, what do you use as guidance to help make these determinations? As a bit of background, the University of Illinois System is going through a reorganization process where several business units that were once part of the central university administration offices are being reassigned to campus-specific administrative offices. As a result, we are identifying which policies and procedures should be removed from the system-wide manual, and 'returned' to the campuses. As part of this effort we are also discussing what content should be considered a procedure - and included as part of the policies and procedures manual - and what content is a business process and should not be included. Thank you in advance for your consideration of this incredibly broad question!
