issom, in premier pro, put the video footage or still photo in your timeline. Select the footage you want to resize and then go to the effects panel. under the 'motion' option there are x and y coordinate, and also a scale option. scale will allow you to resize your footage, x and y allow you to put it on the screen where you want it to be. also, if you use the keframes in these options you can make your footage 'grow' or 'shrink' and make them move around the screen. play around for a bit and you will get the hang of it pretty quickly. have fun!!
