Where are getting the files from in the first place? If it is a camera you can change settings to make sure you have a format/ codec premiere is comfortable with. If you are getting videos from numerous sources it may be that you dont have the proper codecs. Perhaps look at the properties of files that do work and see what makes them different from ones that dont work...
