Split the clip at the point you want to freeze.
 
Right-click on the second clip on your timeline, then look for Frame Hold.
 
I'm not in front of Premiere at the moment, but I think it's obvious from
there....

If I have a video clip in my timeline, and I want to pause the video,
in other words, I have one frame in my video that I want to play in
the timeline for like 15 seconds, how do I do that? And then I want
the video to resume playing. Thanks!
