Yeah, this works if you don't want to continue on with the clip, which 
is what Doc says he wants to do.  What I would do is just move the 
marker to the frame you want to use, razor the clip there on the 
timeline, then export the frame with File->Export->Frame and insert that 
frame into the timeline at the cut.  This way, you can make the still as 
long or as short as you want, and then continue on with the clip.
