Make sure that the frame you want to freeze is either
at the beginning or end of a clip.  Then right click
on the selected clip in the timeline and choose frame
hold.  Select if it's the in-point or out-point.  I
usually de-interlace, but not 100% sure if it's better
or not.  Then you can stretch the clip to whatever
lenght of time you need.
