Start with Premiere Elements 3.0. That product is only $80 or so, and is a much simpler way to learn editing, and muuuch cheaper. Your laptop speed is passable for standard DV video, but may choke a bit if you try to use HDV or HD video.
I think you'll find that most onboard microphones won't be on par with the quality you demand. As far as cameras go, 3 chip cameras definitely capture better images, but time and time again I've seen that good video does not come from the camera, it comes from the lighting, the audio, and the shooter.
