Interesting.

Your projects - are they many long clips or many
short ones? In other words, what is the size of your
  project file?

I've noticed in Encore, even tho a program is long,
a few clips, tho long, don't involve such long times
to save the project. The same 2 hour project in PPro
takes considerably longer to save, so I assume it is
a function of the file size and not the program length.
