I know my name isn't Mike-- but I'll throw in my $.02 to answer your questions:

1. You can use those clips in other projects simply by importing the Premiere 
project into another. It places them neatly all in a bin. Loading one 60-minute 
clip is not any slower than loading sixty 1-minute clips. (In fact, it's likely 
a tad faster.) 

2. Yes, capturing 60 minutes fills up your hard drive in a hurry. But, with 
proper project management, you would not need be leaving the entire 60 minute 
clip on your hard drive. Rather, you can use Premiere's built-in project 
management utility to export a trimmed version of your project that includes 
only the clips you used anyway. Once you do that, it turns those subclips into 
actual clips on your hard drive.

  I see your process. But, it seems that these clips can only be used in the 
one project. What if you want to use your one/twenty great shots in many 
different projects? Wouldn't you have to load that one enormous 60 minute clip? 
And, how could you find that one great clip that is hidden within 60 minutes of 
other stuff. Doesn't captureing every 60 minute tape fill up the hard drive in 
a hurry. I just capture clips and save the clips on the hard drive. They can be 
easily used my many programs.
