and for some uses you don't even need to apply motion effects to it. I use File > New > Title and then choose a Template. Under the list of choices I just pick one from Lower Thirds, enter the text, and then select Roll or Crawl which automatically applies that type of motion it.
I'm not sure why Randall asked about matte, though, he might be envisioning a different kind of effect which I don't understand.
