Depends on what causes the crackling. Most likely a transient filter 
would help, such as one designed to take pops and clicks out of old 
vonyl or shellac recordings. Use with care. I do not know what you mean 
by "chuttering".  For background noise removal, try a broadband removal 
filter, like Bias Sound Soap as an example. Many editors have such 
things built in. For S's and F's you might try a sibilance filter.
