For a constant noise, find a spot that is just noise or at least has nothing 
important aside from the noise.

Use a noise removal filter on that segment to cut the noise 90~95%, leaving 
only the noise.

Undo then select the entire waveform and apply the same filter setting.

Invert the entire waveform, select it all and copy.

Undo back to the original waveform then Mix Paste the inverted noise from the 
clipboard.

What that does is essentially the same thing noise canceling headphones do in 
realtime. They generate an inverted copy of the noise and mix it into the sound 
from their speakers.
