-do a q copy type=archive f=d you'll get a series like below
- look for an active
- look at the copy destination to see the storage pool used
- do a q stg to see if it has any data
- assuming the stg pool is separate from one used for backups, if it has data it has 
archives
- do a q content xxxxxx on a volume in that storage pool to see what on it and type ( 
backup or archive)

It sounds like you need to go thru the getting started with TSM guide

When i took on this project, i was told no 'archivals' were in place... How
can i tell if there are 'archives'

Hi:
at the command line do a q copy type=archive or q copy type=archive f=d
to see your site definitions on archived files. Each archive is a unique
instance of what is archived and  the number of days it is retained is
determined by the retain version values. Once you archive the file, you can
delete or modify the original file and the archived file still 'lives' for
its retain version value.

I'm little puzzled by 'The life of the archives are have nothing to do with
updates to the original files. ' stmt. pls explain..

How do i know which ones to checkout and will i be able to restore if i ever
need to ?

Since you can checkout any volume there is no reason you can't keep archives
offsite.
The life of the archives are have nothing to do with updates to the original
files.
