You may or not not be allowed to sell it, but that depends on other
factors then whether it's been written in Perl or not.

Unless your program uses code whose license prohibits selling (a few
modules on CPAN do), there should not be a problem. Neither the AL,
nor the GPL ([Pp]erl is dual licensed under AL and GPL) prohibit selling.

That depends on the agreement you make with the company. It's certainly
possible to sell the rights to the code - but that usually costs more
than selling the right to use the program.
