He's very testy about his assertive notions and I'm just skating along with a kid's brilliance! Of course I do think you are correct in what you say re "filling in" and it corresponds to my (learned from Damasio, Zeki, and others) notion that we anticipate and thus create or structure events possibly in consciousness but not excluding unconsciously.
