I would agree it is yet to be seen if they can implement it, but technically with the merger of T-mobile and Sprint I wouldn't be surprised if they could pull it off technically. The combination of the two is more licensed spectrum than verizon & ATT combined. Plus Sprint has been building out a large rural fiber backbone to all of there towers while T-mobile is deploying Small cell like crazy in cities you would think are too small, but if you look at this strategy it makes perfect sense.

But Blockbuster wasn’t involved in previous attempts to do what Netflix did.  We have all attempted mm microwave and various forms of mesh etc.  We have seen others promise the world and fail repeatedly.  We are all constrained by physics. That is the problem. Wireless internet improvements is like a bunch of stock car racers attempting to get a tiny bit more hp out of their engine without changing the rules. Netflix didn’t have physical properties of nature (other than the speed of light) constraining its ability to perform.  The post office did a really good job for them. This might be a tesla at the stock car race but we have heard this so many times before we are all pessimistic about their ability to deliver the product.
