For office computers I have some of the little Lenovo SFF PCs that go on the 
back of the monitor.  They have been reliable and can be redeployed for any 
general purpose office computer application, but I think they cost a lot more 
than what you are looking at.  The only think I don’t like about them is the 
built in speakers are weak.

Windows still costs more than that; Microsoft is practically giving the 
small-device versions of Windows away as they want to ward off Linux/Android. 

 

It should already have Bluetooth, in which case you can buy a BT keyboard and 
mouse and the guys don't need to worry about wires getting caught during 
movement and damaged (as long as they don't lose those peripherals...)

 

I don't recommend getting the 2GB RAM version as it is quite limiting, but you 
can see that the 4GB version is still a great deal at $140 USD, and it should 
be fast enough for most general PC use. And according to pictures it runs on 5V 
so you can just get a 12V->5V regulator (I'm assuming that it uses maybe 6 
Amps?) to run it without an AC inverter. You may need to do a bit more research 
to find a monitor that runs off DC.

I don't recommend getting an all-in-one PC-monitor as you have limited monitor 
size options, and if anything breaks inside, you're extremely limited in what 
you can use to fix it.  

 

I recommend just getting a mini-PC and hiding it behind the monitor. Some can 
even run on 12V (may want to put power regulation in the power path depending 
on how stable the source is). From where do you usually buy PCs?

It is for permanent mounting in my splicing trailer so we always have access to 
the internet when out and about.  Just make the techs run on their phone 
hotspots if they want to look up something with a decent sized screen.  If they 
start streaming movies, well it is their data plan, not mine...
